Article 11: Founding Members
The founding members of the Tajik Council of Australia are a group of individuals who actively participated in the foundational meetings and decision-making process for the establishment of the Council. They are responsible for the temporary leadership of the Council until the convening of the second official meeting of the General Assembly.
The duties of the founding members are as follows:
1. To lead and facilitate the Council’s activities during the initial and pre-organizational phase.
2. To convene the first official meeting of the General Assembly of the Council.
3. To define and propose preliminary frameworks for the formation of the Council’s elected and democratic structures, and to organize official elections.
4. To cooperate with intellectuals and community activists within the Tajik community for the gradual transfer of responsibilities to the Council’s elected bodies.
The tenure of the founding members shall be valid during the interim period until the convening of the second official General Assembly meeting. After this point, all responsibilities and powers shall be transferred to the elected bodies of the Council, in accordance with this Constitution.
Article 12: General Assembly of the Council
The General Assembly is the highest decision-making body and the most authoritative organ of the Tajik Council of Australia. It consists of all official members of the Council who hold voting rights.
Members of the General Assembly include:
1. Founding Members;
2. Members of the Council of Experts;
3. Members of the Executive Board;
4. Heads of Specialized Committees;
5. Other official and eligible members of the Council.
Notes:
1. Distinguished scholars, cultural and social figures, and special guests may attend General Assembly meetings as observers without voting rights.
2. Youth who have completed the age of 16 but are under 18 may attend General Assembly meetings solely as observers for the purpose of gaining experience; they do not hold voting rights.
3. Such youth are required to wear the designated observer vest during the sessions.
Procedures for Holding and Decision-Making in the General Assembly:
1. Ordinary sessions of the General Assembly shall be held once a year, at a specified time and place, with official invitations sent by the Executive Board.
2. The official invitation to a General Assembly session must be issued at least 40 days prior to the meeting.
3. Extraordinary sessions may be convened at the request of the Council of Experts or at least one-third of the official members of the Council.
4. The quorum (legal validity of the session) is established with the presence of at least two-thirds of voting members.
5. Decisions are valid with the relative majority vote (50% + 1) of members present at the meeting.
