Article 13: Powers and Duties of the General Assembly
The General Assembly, as the highest decision-making authority of the Tajik Council of Australia, holds the following powers and responsibilities:
1. Approving the Council’s overall policy, Constitution, and Charter of Principles.
2. Electing the members of the Council of Experts for a three-year term.
3. Electing the members of the Executive Board for a two-year term.
4. Receiving annual financial and activity reports from the Executive Board.
5. Approving the Council’s strategic and operational programs.
Article 14: Executive Board of the Council
The Executive Board of the Tajik Council of Australia is the highest executive and administrative body of the Council and shall consist of the following members:
1. Chairperson
2. First Deputy Chairperson
3. Second Deputy Chairperson
4. Treasurer
5. Secretary
6. Spokesperson and Head of Public Relations
1. Method of Election
The Executive Board of the Tajik Council of Australia shall be elected by the General Assembly of the Council through direct, secret, free, and transparent voting during a special session of the General Assembly held on the same day.
2. Electoral Commission
An Electoral Commission shall be established in cooperation with the founding members. Members of the Commission shall be selected on the day of the elections from among impartial individuals, and will be responsible for supervising the election process, counting votes, and announcing results.
3. Voting Procedure
Elections for the Executive Board and other bodies of the Council shall be conducted through direct, secret, free, and transparent voting in the General Assembly. Each eligible member shall have only one vote. Ballot papers shall be completed in a confidential setting and personally deposited by the voter into a sealed ballot box. The counting of votes shall take place in the presence of the Electoral Commission and designated observers, and the results shall be formally announced.
4. Term of Office and Continuity of Service
• Members of the Executive Board shall be elected for a two-year term of office;
• Re-election shall be permitted for a maximum of two consecutive terms, provided the member receives a renewed vote of confidence from the General Assembly;
• The composition, duties, and operational rules of the Executive Board shall be elaborated in detail in the Council’s internal regulations.
