Article 25: Membership and Revocation of Membership
1. General Conditions of Membership
Membership in the Tajik Council of Australia is open, voluntary, and non-discriminatory for all individuals of Tajik descent (or those affiliated with Tajik communities). The Council is a civil, non-political, and non-governmental body founded on the principles of equality, social solidarity, human dignity, and mutual respect.
2. Conditions for Admission to Membership
To be accepted as an official member, an applicant must meet the following conditions:
• Provide a written commitment or digital confirmation accepting the Constitution, Charter of Principles, and internal bylaws of the Council.
• Commit to conduct consistent with the Council’s ethical, civic, and declared principles.
• Have no criminal conviction for serious offenses, including treason, moral corruption, espionage, support for terrorism, or crimes against humanity, which contradict the Council’s goals and values.
3. Membership Admission Procedure
A written application for membership must be submitted to the Executive Board (within the State of Victoria). Following review and approval by the Executive Board, membership shall be registered with the Council’s Central Secretariat.
4. Grounds for Suspension or Revocation of Membership
Membership of any individual may be suspended or revoked in the following cases:
• Continuous violation of the Constitution, bylaws, or Council values.
• Activities contrary to the Council’s internal regulations or proven misconduct.
• Acts of undermining, weakening, or disrespecting the Council’s institutions and official members.
• Approval of two-thirds of the Executive Board, following review of the case and hearing the defense of the individual concerned.
5. Right to Appeal
Any individual whose membership has been revoked has the right to request a review within a specified period by submitting an appeal to the Executive Board or the Supervisory and Review Board. The final decision, after the appeal process, shall be binding and enforceable.
Article 26: Required Documents and Conditions for Membership in the Council
1. Every applicant for membership in the Tajik Council of Australia is obliged, in order to initiate the membership process, to submit the following documents and evidence to the Secretariat of the Council:
a) Valid Identification Documents:
• Passport;
• Australian Driver’s License;
• Medicare Card or Australian Permanent/Temporary Residency Card.
These documents must clearly indicate the applicant’s full details, including name, date of birth, place of birth, and current residential address.
2. In cases where official documents do not contain information on place of birth or ethnic identity, the applicant may prove their Tajik origin through the introduction and written guarantee of at least one official, reputable, and recognized member of the Council.
3. In accordance with the provisions of this Constitution, individuals of Tajik descent whose paternal lineage is Tajik shall be eligible for membership in the Council, even if their place of birth is outside Tajik-populated regions or outside the country.
4. The applicant is required to complete the membership application form, either in physical or digital format, and submit it to the office of the Council.
5. The Executive Board is required, in accordance with the provisions of this Constitution, to decide on the acceptance or rejection of the membership application without delay and within a maximum of one (1) week, and to formally notify the applicant of the decision.
6. Membership shall only be finalized and deemed valid once the applicant has paid the designated membership fee. The amount and method of payment of this membership fee shall be determined and announced by the Council.
